Для исправления данной ошибки (знаки «?» вместо букв) в приложениях, не поддерживающих кодировку UTF-8, требуется изменить значение настройки «Language for non-Unicode programs» на «Russian» в региональных настройках языка и региональных стандартах. Для чего выберете вкладку «Advanced» в «Regional and Language Options» в «Control Panel».
